The Earl of Selkirk, First Lord of the Admiralty, and ranking officials of the Defense and War ministries and the Foreign Office were guests, with Israeli diplomats, at a luncheon today tendered by Ambassador Eliahu Elath of Israel in honor of Shimon Peres, Director-General of the Israel Defense Ministry.

Mr. Peres was reported today to be making progress in his talks with British officials on the provision of arms to Israel. Yesterday, with Ambassador Elath, he was the luncheon guest of the First Lord of the Admiralty and continued discussions there until the evening.

(The Associated Press reported from London today that the British Government had agreed in principle to help arm the Israeli Navy. Israel wants defensive equipment to enable it to cope with the threat of the submarines furnished Egypt by the Soviet Union.)
