Israel’s security barrier is not permanent, U.S. Secretary of State Colin Powell said. “It is mostly a fence and not a wall, and for that reason the Israelis don’t believe — and I think this is with merit — that it is necessarily a defining feature that cannot be changed in the future as a result of negotiations between the two sides,” Powell told the Senate Appropriations Committee on Thursday. “A fence can be put up, a fence can be taken down.”
