Israel’s Security Cabinet said it would abide by a Supreme Court order and free this week 13 Lebanese detainees held without trial as bargaining chips for missing soldiers. But the Cabinet said two Shi’ite fundamentalist leaders, Sheik Abdel Karim Obeid and Mustafa Dirani, would remain behind bars.
