Sen. Jacob K. Javits (R. N.Y.) warned in the Senate Thursday that the probable new Soviet-America commercial relations could run into “trouble” in Congress because of Soviet imposition of “ransom” on Soviet emigrants who are mainly Jews. Javits’ warning came a few hours after a simultaneous announcement in Moscow and Washington of a joint statement by the two governments that “significant progress” had been made in their commercial relations and that they would continue negotiations in Sept. In Washington to conclude both a lend-lease settlement and a trade agreement.
