The Vaad Leumi (Jewish National Council) and the German Jewish Association agreed to join with the Jewish Agency for Palestine in its campaign for settlement of German Jews in Palestine. The decision was reached at an all-day conference under the chairmanship of Emanuel Neumann, American representative of the Jewish Agency. Pinchas Ruttenberg, Palestine engineer; M. M. Ussishkin, head of the Jewish National Fund and Dr. Arthur Hantke were present at the conference.

At the same time, Musa Kazem Pasha, of the Arab Executive, published an appeal against immigration into Palestine of German Jews who “destroyed Germany as they did Russia.”
