A special all-day conference of the 40 Jewish chaplains on duty in New York state and city prisons was held here today under auspices of the New York Board of Rabbis to discuss teenage crime. Other topics were juvenile delinquency, and the effect on teenagers of television, motion pictures, literature and newspapers.
