All Jews who at the time of unification of the new provinces with old Roumania were citizens of the provinces will retain their citizenship rights under the new Roumanian constitution.
All Jews of old Roumania not yet citizens may obtain their citizenship within three months after the promulgation of the new constitution, if properly qualified in accordance with the decree of March 22nd which provides that all Jews of old Roumania who have been permanently domiciled in Roumania since 1916 are admissible to citizenship.
Replying to a query by Deputy Stern, the Minister of Justice declared that while the provisions of the peace treaty relating to citizenship have not been incorporated in the constitution. they are nevertheless considered binding on the government. Upon this assurance Deputies Stern, Zierelson and Straucher voted for the constitution. Deputy Pistiner abstained from voting.
Roumanian Jews as a whole however are far from pleased with the ne constitution, believing that the rights granted to the Jews represent the minimum.
