Saul Cowan was elected chairman of the Board of Education of North York, largest suburb in Metropolitan Toronto. Mr. Cowan has been a member of the Board for eight years. North York’s population is 280,000, of whom more than 45,000 are Jews. Mr. Cowan is active in Jewish affairs.
