Rep. Edward I. Koch (D.NY) protested to the State Department today against its granting of visas to delegates of the Palestine Liberation Organization that do not restrict their movements to the general vicinity of United Nations headquarters. The State Department said yesterday that the PLO representatives would be issued C-2 visas limiting their travel to a 25-mile radius measured from midtown Manhattan.
In a telegram today to the office of Secretary of State Henry A. Kissinger, Koch said: “Oppose C-2 visa grant to PLO limiting them 25 mile radius Columbus Circle. Urge they be limited 25 blocks of UN and be prohibited attending rallies or engaging in fund-raising. Murderers and terrorists must be circumscribed in their activities.” The Anti-Defamation League of B’nal B’rith unsuccessful in Its efforts to obtain a federal court order barring PLO members from entering the U.S., has asked as an alternative that their travel and activities be supervised and restricted.
