Kofi Annan is planning a visit to Israel, Lebanon, Iran and Syria to help strengthen the cease-fire in southern Lebanon. Security Council resolution that calls for a truce between Israel and Hezbollah and a U.N. force of some 15,000 troops to help enforce it.
