Kofi Annan is planning a visit to Israel, Lebanon, Iran and Syria to help strengthen the cease-fire in southern Lebanon. The United Nations secretary-general’s trip, scheduled to begin Friday, will focus on implementation of the U.N. Security Council resolution that calls for a truce between Israel and Hezbollah and a U.N. force of some 15,000 troops to help enforce it.
