Kofi Annan said he would cancel a fact-finding mission that was to investigate the battle in the Jenin refugee camp. The U.N. secretary-general told the Security Council on Wednesday afternoon that he planned to disband the 20-member team because of disagreements with Israel over its makeup and mandate.
