The regulation published in the official Palestine Gazette, provides for summary trial before a British magistrate “who shall direct detention during the pleasure of the High Commissioner.” Jewish circles interpreted the order as obliging magistrates to impose indefinite detention as well as jail sentences on illegal immigrants.
