A preliminary step to the forthcoming international conference to legalize the status of refugees from Germany has been taken by the League of Nations, it was announced here today.
Joseph Avenol, League Secretary General, has circulated notices to Governments expecting to participate requesting them to forward observations on the conference prior to July 1.
