A bi-partisan coalition of "reactionaries" in Congress has been responsible for the passage of such laws as the McCarran Immigration Act and for the blocking of civil rights legislation, Sen. Herbert H. Lehman of New York last night told a rally here sponsored by the Jewish Labor Committee.

The Senator was presented with a scroll by the J.L.C. for his work in the field of civil rights, immigration and labor. He paid tribute to the activities of the Jewish Labor Committee and to the labor movement in general.
