Governor Herbert H. Lehman, inaugurated yesterday for his fourth term, devoted almost all of his inaugural address to denunciation of persecution by dictatorships abroad and an appeal to prevent racial and religious oppression in the United States. Taking as his text “It Must Not Happen Here,” the Governor offered three safeguards: “By a militant defense of the civil and religious liberties guaranteed to every citizen; by the continued concern of a progressive people and their government in the social and economic well being of every citizen; by an awakened national spirituality.”
