The "Liberal Bloc "headed by Heinz Galinski, incumbent president, captured 18 of 26 seats in yesterday’s elections with in the West Berlin community council it was announced today. Of the remaining eight ###s on the council, five went to the "Independent Jewish Union "headed by Fr### Croner and three seats were gained by a "National Jewish List "representing mostly religious elements and former East European Jews.
