Possibilities for German Jews emigrating to Russia are limited, James G. McDonald, League of Nations High Commissioner for German and Other Refugees informed the Jewish Telegraphic Agency upon his return here today from Moscow.

Only certain categories of specialists required by Russian industry can emigrate to the Soviet Union, Mr. McDonald said.

The Soviet Government, however, favors Norway’s proposal that the League of Nations take under its wing refugees from Germany and other countries and provide them with consular service and protection and also help in their rehabilitation.
