Maj. Gen. Julius Ochs Adler, general manager and first vice-president of the New York Times, died here today. He was 62. Mr. Adler, who was also publisher and president of the Chattanooga, Ten., Times, served in both World Wars and received a number of decorations from the United States, France and Italy.
