The League of Nations Mandates Commission has for a second time demanded a League Council decision on whether the clause in the Palestine Mandate reserving equal export rights to League members can be applied to halt Japanese and German dumping in the Holy Land, it was disclosed today. Japan and Germany have both left the League.
In the report of its last session, the commission cites without comment the statement by Japan in reply to the commission when it originally raised the question last August. In the answer, given by Nobobumi Ito, Japanese “courtesy representative” at Geneva, Japan insisted on equal commercial privileges in all mandated territories, particularly Palestine and Syria, notwithstanding her withdrawal from the League.
The commission, in its report to the League Council, had asked whether Japan, as a non-League member, could still expert to Palestine under Article 18 of the Palestine Mandate, which reserves equal export rights in Palestine to League members. The situation was aggravated by charges made in many quarters in Geneva and Palestine that Japanese dumping was injuring Palestine’s infant industry.
