Mark Eisner, former collector of the port and Jewish communal leader, was appointed Friday as chairman of the committee of interpretations to assist in clarifying details of the National Recovery Act here.
The appointment was by Grover Whalen, chairman of the NRA Emergency Committee for New York City.
