President Gustavo Diaz Ordaz of Mexico is seeking better and closer relations with Israel, Jose Hernandez Teran, Minister of Water Resources, said here today before leaving for Israel for an official visit at the invitation of the Israel Government. Mr. Teran, who will be accompanied on his visit by a number of irrigation experts, will study modern Israeli irrigation techniques. Before his departure, Mr. Teran met with Israeli Ambassador Shimshon Arad.
