Mohammad Dahlan offered to give up a Cabinet appointment in the Palestinian Authority if it would enable Mahmoud Abbas to assemble his government. A key stumbling block in the efforts of Abbas, the Palestinian Authority prime minister-designate, to assemble the Cabinet has been P.A. President Yasser Arafat’s opposition to giving Dahlan responsibility for Palestinian security forces.
