Mrs. Elsic Arnstein, pioneer in social welfare in the fields of vocational guidance and youth work, died here yesterday at the age of 73 Mrs. Arnstein, a co-worker of Lillian Wald in the famed Henry Street Settlement, helped establish a vocational guidance service and was a leading figure in the Girl Scout organization.
