THE PAN-ARAB CONGRESS WHICH HAS BEEN SCHEDULED FOR SEPT. 8 AT BLUDAN, NEAR DAMASCUS, AFTER SEVERAL ABORTIVE ATTEMPTS TO CONVENE SUCH A GATHERING, WILL MEET UNDER CIRCUMSTANCES LIMITING ITS SIGNIFICANCE, IT APPEARED TODAY.

GOVERNMENTS OF ARAB COUNTRIES ARE NOT PARTICIPATING AS HAD BEEN HOPED. THE GRAND MUFTI OF PALESTINE, HAJ AMIN EL HUSSEINI, WHO HAD BEEN ACTIVE IN PROMOTING A CONGRESS IS NOT LEAVING JERUSALEM. THE ARAB SUPREME COMMITTEE DESIGNATED IZZAT DARWAZA, JAMAL HUSSEINI, HILMI PASHA AND YACOUB HUSSEINI AS ITS REPRESENTATIVES. THE SHEIK IB ARSLAN REPORTEDLY WILL PRESIDE.

PRINCE TALLAL, HEIR-APPARENT OF EMIR ABDULLAH OF TRANSJORDAN, IS LEAVING FOR BAGHDAD SATURDAY ON A MISSION TO IMPROVE TENSE RELATIONS BETWEEN TRANSJORDAN AND IRAQ.

IMAM YAHYA OF YEMAN TODAY TELEGRAPHED TO THE MUFTI A PROTEST AGAINST THE PROPOSED PARTITIONING OF PALESTINE AND OFFERED TO INTERCEDE WITH THE BRITISH GOVERNMENT AGAINST THE PLAN, THE HAVAS NEWS AGENCY REPORTED. THE MUKHTAR (VILLAGE CHIEF) OF BIRZEIT WAS SHOT AND KILLED YESTERDAY IN WHAT WAS BELIEVED TO BE AN ATTACK WITH POLITICAL MOTIVES. HE WAS ALSO THE LEADER OF THE NATIVE ANGLICAN CHURCH.
