Mayor Robert F. Wagner issued a proclamation this weekend marking the obser vance May 18 to 21 of Israel Flower Day and lauding Israel for its achievements in land reclamation and the planting of forests. Thousands of volunteers will take up positions throughout the city next weekend in a mass Flower Day fund-raising effort, an annual highlight of Jewish National Fund activities here.
