New York officials rejected a report that the city’s recent outbreak of West Nile encephalitis may have been caused by Iraqi bioterrorists. The comments came after The New Yorker magazine quoted CIA analysts as saying that an Iraqi defector had claimed in April that Iraqi President Saddam Hussein was developing a strain of encephalitis for use as a biological weapon.
