On the heals of a demand by the New York Association of Real Estate Boards for revocation of the New York City law barring tax exemption from limited dividend, moderate rent housing which discriminates against prospective tenants on racial or religious grounds, State Housing Commissioner Herman Stichman has suggested that the law be revised, it was reported today.
In place of the provision which revokes tax exemption where the Supreme Court finds discrimination, Mr. Stichman suggested that housing projects receiving tax exemptions and public condemnation benefits should be placed under the authority of the State Housing Commission, which could order the management of a project to admit a prospective tenant who had been discriminated against. Mr. Stichman echoed the complaint of the real estate group that the city law was preventing builders from constructing moderate rent projects.
