According to the author this plan developed here and in Mexico by Hitler’s official diplomatic and consular representatives, calls for the following simultaneous developments: (1) a revolution in Mexico; (2) a Mexican border incident in which American soldiers might be killed; (3) destruction of U.S. naval vessels at West Coast bases by chemical bombs shipped from Germany by way of Japan; (4) bombing of West Coast arsenals, munitions plants, utilities and aircraft factories by German chemical bombs disguised as lead pencils; (5) bombing of Panama Canal locks.

The immediate purpose of these acts of violence is to divert American attention from the expected smash against England he added.
