Opinion That Plan for Jewish World Relief Fund is Premature is Voiced at Carsbad Conference

The opinion that the plan for the creation of the Jewish World Relief Fund, in connection with a Jewish World Association for Social Service is premature, was voiced by Leon Chasanowitz, Dr. Silberfarb, Dr. Singalowski, Messrs. Kreinin and Gergel of the Ose (Russian Jewish Association for the protection of health amongst the Jewish population) during the discussion which followed reports on the plan submitted by Messrs. Motzkin and Effroykin. Mme. A nita Mueller, the well known Jewish Social Worker of Austria partly agreed with this opinion.

While in principle there is a necessity for such an organization, the forming of it at present would be pemature, they declared. On the other hand, many speakers among whom were Deputy Noe Prylutzki of Poland, Mr. Sliosberg of Russia, Mr. Berger, Dr. Hindes and Mr. Kraemer urged the adoption of this plan and criticized the representatives of the organization Ort and Ose for their separatistic tendencies. It is expected that a vote on this question will be taken tomorrow when the conference will close.

An interesting feature of the conference was the signing of the Geneva Declaration concerning the rights of children by all participating delegates. Two texts, one Hebrew and one in Yiddish, were prepared. These were read respectively by Mr. David Yellin of Jerusalem and Dr. Berthold Latzki. After the signatures were affixed, Mr. Motzkin, at the general session, handed them over to Monsieur Gheri, representative of the Union Internationale Secour Enfante. Monsieur Gheri thanked the Conference for joining the movement to protect children’s rights in industry.

Mr. Aberson read a report in French concerning the relations between the Jewish World Relief Conference and the various international organizations, as the League of Nations and The Red Cross. He expressed his conviction that should, at some future date, if

an emergency arise, the Jewish World Relief Conference would be greatly assisted and strengthened by its friendly relations with the legitimate international bodies.

A heated discussion took place today at the meeting of the General Committee of the Conference when plans for the future executive were discussed. Representatives of the Societies Ort and Ose demanded that 50% of the membership of the Executive Committee should be allotted for certain existing organizations. This demand, however, was rejected by the majority of the committee and it was decided that the executive should be elected at the conference disregarding the now existing separate organizations.
