Palestinian Authority Chairman Yasser Arafat began discussions about forming a new Cabinet. Hamas officials, who were to be part of the discussions, said their meeting with Arafat had been postponed. Meanwhile, a poll of Palestinians indicated that some 65 percent of the respondents believe their political institutions are corrupt.
