Palestinian Authority Chairman Yasser Arafat recently instructed a Canadian- based representative to make arrangements for his first visit to Canada. A spokesperson for the Canadian Trade Ministry, which extended Arafat the invitation last month, said the trip would not be accorded the status of a state visit because of a “longstanding foreign policy” that “does not recognize the Palestinian Authority as a state.”
