Palestinian Authority President Yasser Arafat plans to tell visiting U.S. Secretary of State Madeleine Albright that he can make no new concessions to Israel, according to an adviser. Arafat hardened his position in advance of Albright’s visit Tuesday and has repeatedly said there is no point to a summit with Israeli Prime Minister Ehud Barak and President Clinton.
