Palestinian representatives canceled talks they were planning to hold Wednesday with Israeli officials about ending the siege of Yasser Arafat’s Ramallah headquarters. The Palestinians said they were protesting Israel’s refusal to let them meet first with Arafat to coordinate positions, Israel’s Army Radio reported.
