Paul Muni, noted American film actor who is on a world tour, is expected to be among the first passengers to alight at the new port here Feb. 21, it was learned today. Mr. Muni, it is believed, will be asked to play the leading role in a projected Palestinian film on the life of Dr. Theodor Herzl, founder of political Zionism.
