The governing conference of the Food and Agriculture Organization yesterday gave observer status to the Palestine Liberation Organization. The United States and Israel were the only members of the 131-nation body to object. The PLO in seeking approval had cited a United Nations General Assembly resolution calling for UN agencies to give it observer status. There was no formal vote on the question. But UN officials reportedly said this was the first time the PLO had been admitted to an FAO conference.
