President Bush nominated his father’s State Department spokeswoman to run a program explaining U.S. policy to the world. Margaret Tutwiler was named to head the State Department’s public diplomacy initiative. In a recent report, a panel appointed by Congress attributed much of America’s problems among Muslims and Arabs to poor public diplomacy.
