President Clinton’s $22 billion plan to expand access to early childhood education programs drew widespread praise in the Jewish community. If approved by Congress, the plan would double the number of children who receive child- care assistance, boost the dependent care tax credit, provide tax breaks for companies providing child care for employees and double the number of children under the age of 3 eligible for Early Head Start.
