Rabbi Frank is replacing Rabbi Kook in the Chief Rabbinate during the absence of the latter. In matters concerning the Ashkenazim Community only, the papers will be signed by Rabbi Frank and Rabbi Weber, the general secretary of the Chief Rabbinate.

At the last visit of Chief Rabbi Kook to Government House, the High Commissioner, Sir Herbert Samuel, informed him that every Rabbi who wants to sette in Palestine will get a visa without hindrance. Sir Herbert Samuel also promised that no changes would be made in the religious status of the Jewish Community during the absence of the Chief Rabbi.
