The augmentation of the Russian quota by the recent ruling of the Labor Dept. adding the Bessarabia quota to it, will not bring more Russian and Ukrainian refugees to these shores. President Harding decided to permit the transportation to the United States of the 500 Russia refugees, who recently landed in the Phillipines after a stormy voyage in their own ships from Vladivostok.
Plans to bring the refugees to this country on an army transport were mapped out at the conference of the President, Secretary Weeks, and John Barton Payne, chairman of the American Red Cross.
The Red Cross will have charge of relief measures for the Russians upon their arrival in their country. Admission will be possible under the immigration law, inasmuch as the Russian quota has not been exhausted for the year ending June 30.
Secretary Weeks said the refugees who are remnants of a band opposed to the Soviet regime, would make desireable citizens. Most of them, he said, are skilled workers, professional or technical men. Arrangements to bring them to this country have been virtually completed and the work will be undertaken immediately.
