Nearly 20 years after its completion, a report by a commission investigating the 1973 Yom Kippur War was made public this week.

The commission, established to study the blunders that allowed Israel to be caught off guard, found that then-Defense Minister Moshe Dayan had rejected the option of a pre-emptive strike against Egypt and Syria.

The report also found that Israeli intelligence reports at the time were seriously flawed.
