Reuven Shiloah, political adviser in the Israel Foreign Ministry, was today elevated to the personal rank of Ambassador, while Menhem Kahany, Israel’s permanent representative to the United Nations European office at Geneva, was given the rank of Minister. Ambassador Shiloah was Minister Plenipotentiary at the Washington Embassy of Israel between 1953 and 1957.
