Because the British Guiana offer by Great Britain appears” closest to our requirements,” Dr. Joseph A. Rosen, noted colonization expert, suggested today that the Intergovernmental Refugee Committee and leading agencies concerned with the refugee problem send a commission of experts to the South American colony to determine its ability to absorb a large number of settlers from Europe. Dr. Rosen, who is head of the American Jewish Joint Agricultural Corporation (Agro-Joint), made the suggestion in the current issue of Notes and News, monthly publication of the Council of Jewish Federations and Welfare Funds.
In an article entitled “A Realist Looks at Colonization,” Dr. Rosen asserted that among all the territories in various parts of the world mentioned as possible havens for victims of oppression in Europe, the British Guiana offer “seems to come closest to our requirements.” There are probably much better stretches of land in Australia, New Zealand and the United States, he pointed out, but they are not obtainable, whereas British Guiana “appears to be a genuine offer from the British Government.”
“The time is now ripe,” Dr. Rosen declared, “for a vigorous effort to revitalize the territorialist movement as a potent factor in finding a way out. The situation created by the spread of fascist powers is qualitatively so tragic and quantitatively so stupendous that no accumulation of scattered infiltration projects into various countries offers a tangible solution.”
