Rumania and Israel have agreed to raise their respective legations to the rank of embassy. The first Israeli Ambassador to Rumania, Rafael Ben Shalom, left here last week and will present his credentials in Bucharest tomorrow.

Rumania is the only Communist-bloc country that did not sever diplomatic relations with Israel after the June, 1967 war. Trade between the two nations has grown considerably since then. Foreign Minister Abba Eban expressed satisfaction today with the pending ambassadorial exchange which was agreed to a month ago. He said this development reflected the friendly relations existing between Israel and Rumania.
