Russia’s domestic security service passed evidence to prosecutors supporting charges that a Communist lawmaker incited racial and religious hatred when he made several anti-Semitic speeches this fall. But the Federal Security Service, the successor to the KGB, said it had dropped charges that Albert Makashov and other extremist politicians had attempted to overthrow the Russian Constitution.
