Russia’s electoral commission reversed a decision and said that ultranationalist Vladimir Zhirinovsky could take part in December’s parliamentary elections. The reversal came after Zhirinovsky formed a new bloc with two smaller parties and left some candidates who had misrepresented their assets off the slate.
