The laying of the foundation and the progress of the Jewish National Home in Palestine were described in the report of Sir Herbert Samuel, High Commissioner of Palestine, submitted today to the Mandates Commission of the League of Nations in its Fifth Session here.
All immigrants who arrived in Palestine since England assumed the mandate over the country are Jews who speak Hebrew. They came, mainly, from Poland, Roumania and South Russia. Many of the immigrants are young people who have had a higher education. The majority settle on the land as agriculturists. Immigration into the country has been regulated according to the capacity of the country for absorption.
Special emphasis was laid on the report of the situation with regard to the Arabs. The report pointed out that Great Britain attempted to give to Palestine a constitution and a legislative council to be elected, but this could not be realized because of the Arab’s refusal. Failing to secure the cooperation of the Arabs an Advisory Council was established.
England gives no subvention to Palestine; the budget of the Palestinian Government has always balanced, except in 1922 when there was a deficit which was eventually recovered.
The Mandate Commission of the League of Nations asked for a special report to be submitted next year concerning the administration of Transjordania, also part of the British mandate area.
