Sir Herbert Samuel summoned Arab notables for a conference this thursday, at which he proposed a new Arab policy. The substance of the new policy was a provision for an Arab Agency for Palestine similar to the Jewish Agency.
A report to the above effect was printed in the London Daily Express. The paper further states that the Arabs rejected the Samuel offer and declared that the Arab delegation had already previously been tendered such a proposal in London and had rejected it.
