Two senior Scotland Yard officers flew to Holland today in connection with the letter-bomb outrage at the Israeli Embassy yesterday. A Scotland Yard spokesman stated here tonight that they may succeed, in collaboration with the Dutch police, in identifying the source of letters which were sent to Israeli diplomats here, in New York, Paris and Israel. All the letters containing explosive devices have apparently been sent from Holland. The Scotland Yard spokesman said that security arrangements for the Israel Embassy in London have been tightened in the last 24 hours.

Meanwhile, two Scotland Yard officials arrived in Amsterdam to coordinate the investigation into the origin of the booby-trapped letters. An Amsterdam police spokesman said it is not likely that a Black September cell has operated or is operating in Amsterdam. He said he believed the letter-bombs were posted by a courier who then immediately left Holland. Postal authorities have taken special security measures for all incoming and outgoing mail to and from abroad. They would not disclose the nature of these measures, but said they may result in considerable delays in airmail deliveries.
