Sen. Arlen Specter dropped legislation that would expand funding for stem-cell research. The Pennsylvania Republican, who is Jewish, was an outspoken minority voice in his party advocating the research, which is opposed by many right-to-lifers and supported by a cross-section of Jewish groups.
