Sen. Jacob K. Javits, New York Republican, warned in a Senate speech today that Congress should not take an “ostrich-like” attitude toward Arab threats against Israel developing from the dispute over Israel’s Jordan River irrigation project. “I do not want our Government caught by surprise again as it was in Panama,” he declared.
